Only person I see getting the rinnegan is Sasuke. Naruto isn't the doujutsu type and him getting one would completely ruin his character. Naruto is the body while Sasuke is the eyes.

Clearly Madara knows Tobi. Madara before his death told tobi to take his eyes and give them to someone for their plan. Tobi found Nagato and played his ambitions to help him along and gave him the rennigan. Ultmate goal was to revive Madara using the new eyes.
