Yagura was the only other perfect jinchuuriki. Presumably Yugito transformed like Gaara, unable to control the beast.

From the little fighting we saw them do, the ones who displayed the greatest overall combat prowess seemed to bee Han and Roshi...

Roshi with his magma coating messed with Naruto, Han Falcon Kicked him as well as blocked a punch with sheer strength.

Then, Han out of nowhere went Kokou on them and stabbed Bee pretty good...in his V.2 state he managed to give Kakashi a lot of trouble. On the side note he also had the willpower to resist Obito's complete control...which was why unlike the other beasts he was subjected back to his V.2 mode for a short duration.

Roshi as Son Goku managed to actually catch and then eat Naruto so I thought that was impressive.

It is also good to note that compared to the other Jinjuriki Han and Roshi appear far older, and as such more expirienced.

I'll just say Han for his feats.
