Naruto and Jiraiya were the most identical Sannin pairing but there were two outstanding differences

  1. Jiraiya was not the underdog.
  2. Jiraiya had less willpower, and accepted defeat

I know that powerwise they were nearly identical with naruto changing direction so I'll make this mostly personality based
  • Naruto would never have gave up in the Pain Fight like Jiraiya. Crushed throat and all, he would've continued the fight, not using wisdom and insight to do what was best for the village, but trying to take them out
  • Jiraiya uses more skill than Naruto, who uses bruto force.
  • Jiraiya is more versatile than Naruto
  • Jiraiya failed at adding an element to rasengan in canon.
  • Jiraiya was never hesitant in taking down Orochimaru. Naruto to this day has hangups about Sasuke.

So in a brief, Naruto is the more gutsy ninja, but Jiraiya gets things done in a courageous manner

...dude that couldn't have been less true.

Jiraiya was totally the underdog, he's the one who was left tied up after the bell test while tsunade and oro go to go home.
Jiraiya willed himself back to life in order to write down intel about Pain for Konoha.

Jiraiya was not the underdog. - He was the best espionage skilled spy of Konoha & a legendary sannin.
Jiraiya had less willpower, and accepted defeat - He didn;t. He left his legacy to Naruto. His gathered intel provided a way to defeat Pain.

Jiraiya failed at adding an element to rasengan in canon - It was not Jiraiya's goal. It was Minato's goal. Why would Jiraiya worry about it.
Jiraiya was never hesitant in taking down Orochimaru. Naruto to this day has hangups about Sasuke. - Jiraiya was hesitant to kill Oro.
