Kishi has said that Naruto will not stop after shippuden ( it was either shippuden or the war) anyway he said that he wants to expand on different characters. He said that he wants to expand on Minato's life and a few more but I can't remember who.

Naruto Anime is done by Viz media. Kishimoto is the one who only does the manga.

I assume akkipuden means like third? Since Shippuden is like 2nd, no?

I'm not sure why manga didn't change but the anime changed to show that it was a new series like how Pokemon or DBZ does.
