True and false. In a simple 1-on-1 fight, Obito would probably win. His Kamui can negate any of Kakashi's attacks and he has enough chakra to overwhelm Kakashi's defenses.
HOWEVER this isn't a normal fight. They are fighting in Obito's alternate dimension. This means that Obito CAN NOT USE KAMUI LIKE NORMAL. Where is his body going to go to dodge attacks? Back to the battlefield where he can be hit by other attacks? Inside his alternate dimension, with the war happening outside, Obito cannot use Kamui. That's the single biggest source of his power and the single reason why Kakashi would have such a hard time winning.
Without Kamui (and there's no reason for Kakashi to use his, to send Obito back outside), obito has to rely on his other powers: Sharingan-enhanced taijutsu (which Kakashi also has), fire techniques and wood release. On the other side, Kakashi also has sharingan-enhanced taijutsu, a little bit of fox chakra left and several elemental techniques (water, earth and lightning).
In this case, I think it's going to be a much more fair fight than it would be outside.
