starts for voting might angered Madara and he knew that Uchiha also voted for Hashirama's suggestion.
This is based on so many decisions made by Uchiha and Senju, Conflicts occur due to lack of consistency and unity among decisions so thats why Hashirama suggested to have a sole leader that will represent the whole village.
