Juubi is incomplete indeed. But they haven't got any control of it anymore so I doubt they will just sit and wait for third transform, because do remember that Madara still needs a living body to become it's jinchuuriki otherwise it's pointless having it third transform. It will just go wild for itself.

As well I believe it is way to soon to see this happening.
