Some people have confused which brother aroused their chakra, it was both.

If you look, MC Hashz arouses his chakra in response to MC Tobz arousing his own, in the next scene, they are standing off against each other, and Tobirama subdues because, they're causing Naka Shrine to almost collapse and because in Japanese culture, Hashirama being the elder gives him more authority over his younger siblings, and he overwhelmed Tobirama to remind him of this fact. This standoff is confirmed in the next page of the chapter:

Hashirama goes on to say to his brother that he didn't need to arouse his chakra that much, link that back to the previous page where we see Hashirama had aroused his chakra too which means; they had stoodoff against each other.

The speech bubble was undirected, so it was Hashirama.

The speech bubble was a continuation of the last one - Tobirama's '...'. I don't even know why you would link it to Shodai's. Hashirama was the one who spiked his chakra. Tobirama then said there was no need. Then Hashirama apologized.

As to the manga chapters, Hashirama just overpowered him, that's why Hiruzen was heart-pumped and the cracks were more prominently directed from Hashirama.

Tobirama : You don't have to rouse your chakra so much...

And Tobirama didn't shake the ground and walls, it was Hashirama trying to stop Tobirama.. Tobirama can't shake the ground all by himself

They both created the tension BUT Hashirama overwhelmed him. Otherwise, what would be the point of arousing his chakra? You actually think that Tobirama would be scared of his own brother? He aroused his chakra to overpower Tobirama and subdue him.

Or maybe you actually think that Tobirama is scared of him? He aroused his chakra in response to Tobirama in order to overwhelm him and subdue him.

No.

Hashirama prioritized unbinding Sasuke from his internal troubles. Tobirama compromised Sasuke's safety by threatening to harm him; he raised his finger which indicates a Jutsu was about to be used. He was able to use his Suiryūdan no Jutsu with only one hand seal, when it typically requires 44. So him lifting a finger means he was about to unleash something. Then, Hashirama spiked his chakra in an attempt to intimidate his younger brother. I don't see what the problem is here. Nidaime was intimidated by this and he did proceed to do as Hashirama commanded.

No, otherwise the whole thing would be pointless. You think the guy that willingly went into a battle where he knew he would die would be afraid of his own brother exciting his chakra? He did it to overwhelm Tobirama who was already arousing his chakra.
