Obito is merely the key to Madara being revived through the Rinnengan. Madara still has (partial) control over the Juubi. And Madara is still superior in terms of power.

Madara as it stands doesn't even need the Juubi in order to conquer. No ninja alive can defeat him and he's already proven that. If anything Obito's existence is simply a luxury and not a necessity for him.

Granted, Madara does need the Juubi's power to cease the world via the Infinite Tsukuyomi.

I don't think you know what plot-no-jutsu means. This isn't entirely due to the plot or plot devices. It's simply an element of the plot in and of itself. A living vessel must become the jinchuriki of the Juubi. Madara is the living dead. He still needs Obito to revive him for him to become human again in order to meet the requirements of becoming the ultimate ruler.
