whose to say that the TBB Kurama used on Minato just had less chakra in it.

Bijuu are living chakra. Which means their whole body is the source of their power. The Bijuu can make a TBB any size they want (as long as they have enough chakra), but it will take effect on their own body, making them skinnier.
