no, you cant download mobile episodes but yes you can convert episode to mobile format

its easy please follow that steps :

1) download Episode (from narutobase.com/Crunchyroll.com/*********.com)
2) download Any Video Converter
3)open Any Video Converter and convert the format to mobile
