As neglected as the pairing is now looking back NaruSaku had the most development from a pairing in the series and made the most sense. Naruto and Sakura both had a strong will and were both very boisterous, Kushina wanted Naruto to have a woman who was similar to her and Sakura is exactly that. Even when she was a an unstable 12yr old Sakura still cared for Naruto and respected his dreams and ideals.
Their relationship in part 2 really doesn't need an explanation because they are extremely close, Sakura even confesses her love to him so he doesn't put himself in danger and when Minato asks if she's her girlfriend he replies with a "yes" and he states that she reminds him of Kushina.
It was very well developed and even Kishimtoto's wife was a major fan of the pairing but then the point of Hinata's character would be useless and Sakura would just get more hate for moving on. So I understand why they proceeded with SS and NS.
