I think it´s an uchiha cuz he knows so much about uchihas and posses not only sharingan but rinnegan(both uchiha powers).
His goal is infinite tsukuyomi to take over the world so being able to do tsukuyomi automatically points at him being an uchiha.
Now that we´ve got that out of the way, which uchiha could he be?
To answer that we have to look at the uchiha introduced in the manga.
Itachi
Shisui
Sasuke
Obito
Izuna
Madara
Fugaku
Kagami
Let´s clear that list now, itachi is dead, shisui lost both eyes and commited suicide, madara is his own person, same goes for sasuke, fugaku is dead, izuna is dead (we both saw them dead).

I will give reasons for why and why not they could be tobi and i´ll start with Obito.
The obito-theory is a very popular one and i believed it was a possibility.
We´ve seen however that it´s impossible for him to have been tobi and the proof lies in how tobi was at the kyuubi incident.
He´s too old, too knowledgable, too skilled, too smart and too evil to be obito.
Obito would have no motive for attacking his precious village and fighting his sensei, driving him to his death.
Tobi knew the seal of the kyuubi would be at its weakest on a female jinchuriki during childsbirth, i bet my chances that obito has never heard of anything bijuu-related.
Tobi knew the location kushina was giving birth and he passed through anbu´s barrier while killing them without any delay,diffculty or noise.
I don´t think i need to explain myself about obito´s case.
Tobi placed paper-bombs on naruto to force minato to use hiriashin to get out of the place and get kushina, he then wrapped her up in some markings to free the kyuubi now would obito be capable of such a feat? No.
Now let´s give a reason why tobi could be obito although it´s not a strong reason.
Itachi said that naruto would become just like madara(tobi) if he starts to forget his friends and thinks he has to do everything which is what tobi wants to do with his moon eye plan, keep in mind that obito was alot like naruto so obito shouldered everything and became what he is today and naruto is gonna be the same if he follows his path, which he unknowingly did untill warned.
Let´s get to Kagami, Kagami has more possibiliy then obito could come near of.
First, he´s old enough to fit what tobi knows, it would explain his wrinkles, he´s about the age of danzou and lived in the era of tobirama.
He´s probably seen tobiramas space-time and took it to another level, his hair matches(so does obito and shisuis lol), he could have met with madara who was alive at that point, remember that he didn´t die in his fight with hashirama but died later on, we know he atleast had enough time to tell tobi about their plan and give him the rinnegan before going to rest.
Kagami was Danzous comrade back in the day, tobi said he spurred Yahiko to form akatsuki while giving nagato the rinnegan, Nagato said how Hanzou teamed with Danzou to foster nagato´s hatred and wanting to bring pain to the world.
Kagami was most likely behind danzou´s motive to team with hanzou to bring down the original akatsuki.
Just like danzou used itachi´s feelings to massacre the clan, Kagami used Danzou´s feelings to eliminate any future threat to the leaf although it´s cruel and dirty which is ok for Danzou if it means peace for the leaf.
He also manipulated the 4th mizukage somewhere down the road but it was atleast before he kyuubi incident cuz zabuza is supposed to be an academy student and he would be around the age of kakashi.
Ao said that shisui´s eye was linked to the power that controlled Yagura, we know that tobi is the one who did it and Shisui would neither be old or strong enough to control Yagura.
When Ao said shisui´s power was linked to the power controlling Yagura, most thought it was just the sharingan but i think it goes deeper then that.
This is just a guess but what if Kagami is Shisui´s father??? Wouldn´t it make sense for the man able to control Nagato,Yahiko,Danzou,Yagura and sasuke?(All top tier ninja)
Wouldn´t that make sense for the man able to fool the world into thinking he´s madara even though it´s only common sense that the man is dead and that he´s not removing the mask after that confession?
Wouldn´t it make sense for that man to make itachi think he doesn´t know anything when infact he knows everything about him and more?
Wouldn´t it have made sense for Shisui to get that sort of power from inheriting it from his father?
He also took Hashiramas cells to make his lifespan longer and thus why he looks younger then danzou and hiruzen although he´s the same age but if he did say that he´s weaker then he was so we can only assume that something happened along the way, so his powers were weakened yet they´re still enough to push others to play their role for his plan.
So far, the Kagami theory makes most sense but it doesn´t convince some people cuz kagami was only shown once and it was in 1 panel in a flashback only introducing his name to people.
I however think this only makes the theory stronger cuz the most mysterious character has to be a very mysterious person right?
Naruto isn´t ending anytime soon cuz we´ll have to unravel so much before getting to actually know our villian and that will take a while.
