Nardo's Making history & givin genin hope

Im pretty sure Nardo is going to be the 1st Hokage to not ever get promoted from the Genin rank. He by far has surpassed any and every past and current kage. Do you think this is just 1 exception for the main character or will from now on genin can be whatever they want with just their skill level without even being promoted

He's an exception because he trained with Jiraiya for 2 years. If he stayed in the village he would have gotten promoted to at least chuunin. I think Naruto will be the only exception if the shinobi system stays the same, but I believe it will change.
