In addition to asura path, WZ arm and susanoo arm, Sasuke can actually throw himself into the King of Hell, which has been shown to restore any damage the pein bodies had sustained. So really Sasuke would just be punishing himself for his sins if he still hasn't got the arm back.

Or maybe it was simply too late for the damage to be healed. He just awakened the Outer Path the same day he got crippled, by the time he mastered the 6Paths jutsu his wounds should have been too severe to reverse. (in my opinion)

But a body is a body regardless of whether it lives or not. Healing a wound and giving life are two separate things, Naraka doesn't give life but it definitely heals wounds imo. It's the only way Eye power can fully match Body power
