That's always summoned when the naraka path takes a soul away. Look back to the naraka vs. Konohamaru fight. Not sure why the outer path is summoned when the human path was the one taking the soul. However he only says he will transport them with the naraka path, so maybe the outer path is able to transport in some way or store souls.

He also says store and reconstruct/revive Naruto back when he needs him again.
