If she had a Sharingan, Kishi would have highlighted her importance. It's safe to assume when you are talking about VS battles that she wasn't one of those people to awaken the rare Sharingan.

Kushina is a Jinchuriki so of course she can use the Bijuu Dama. I exaggerated the spamming part a bit but that's enough to mop the floor with Mikoto. Kushina had a better mastery over Kurama than Naruto did up until she helped him out by chaining Kurama.

She has chakra chains, is a Jinchuriki, that's pretty OP but she was beaten from a guy who knows about the weakness of the seal during childbirth.

Chakra chains are OP that's why I said that could give Mikoto a fight sealing too if she can use them in battle. One thing is for sure, she have more stamina than Mikoto.
