I've already made a greatest leader ever, but that was for historical and real figures. If we go by anime and manga domains who would qualify as the greatest leader(s) ever?
Here's my list:
The amount of respect, duty and conviction his charisma inspires in his comrades, his unswerving devotion to helping his comrades and their reciprocal loyalty to his dream makes this the most mutual and interpersonal hallmark of leadership. A leader should have his followers actually feel devotion and even love for their leader, and the leader shouldn't be Machiavellian nor insincere in relating to his comrades.
Face it, this guy is the second coming of Alexander the Great. Here he have a callow, charismatic and brilliant pragmatist forge a cohort of misfits and melds their dreams into the ultimate fighting force ever, winning battles against insurmountable odds. What's best is that Griffith knows and can properly assay every one of his comrades and knows how to calculatingly employ them to their optimal capability.
Same as Griffith, although Lelouch has shown more sincerity and has willingly risked his life to save his comrades, such as when he tried to save Kallen. Lelouch's perspicuousness as a leader and his ability to persuade anyone to follow him, even without the use of Geass, makes him epitomize the eloquence component of a great leader.
Combines all 3 into one.
