Danzo. To me sasuke should have lost to naruto back in part 1 then train/join anbu root for a year. It gives both danzo and sai more screentime. Then danzo sends sasuke to kill/train under oro as a way of closing up loose ends. Same goes for itachi. It would make sasuke's revenge when he finds out the truth much more believable.
