The 2nd mizukage's main wall of defence is the clam genjutsu which will elude quiet a lot of opponents whether high level or smart opponents. Even after giving the allied force info on his abilities they still couldnt figure it out and thats why i believe he is tied with mu as the strongest kage to be revived. He will defeat the 3rd raikage because i dont believe the 3rd will figure out his clam genjutsu trick, he is more about brawns than brains much like his son, A.

Anyway any sharingan/doujutsu user should bypass the genjutsu due to the abilities it grants, therefore, in no order;
