Nagato had the power to bring people back to life from the dead. Technically this should have made akatsuki invulnerable, but for some reason he never revives the other members of his group. Anyway, although revive isn't great in 1v1's, when you are the leader of an incredibly powerful group of ninjas it gives you incredible leverage. You can send in your strongest men and revive them later if they die. Frankly, I don't think Pain even needed the juubi if his goal was to spread pain to all the nations. He had everything he needed already.

based on the description the outer path is beyond life and death and CAN control life and death, basically following the description he can also use outer path to kill and not just to revive dead.
