Nagato's Gedo Art Rinne Rebirth

Just something I thought of after watching the Pain arc over again. When Yahiko died couldn't Nagato have used Gedo Art Rinne Rebirth to bring him back to life? I mean that's the rinnegan's ability. Maybe he hadn't mastered it yet?

The obvious answer is because of the plot, but still something to discuss!

at that time I think Nagato was being led by Tobi and Nagato was pose to use Rinne Rebirth for Tobi use

Nagato most likely didn't know of it at the time, summoning Gedo Mazo nearly killed him
