Did Nagato master the Rinnegan?

He pretty much was fully capable of using all six paths; the only rinnegan user who has canonically displayed all 6 paths. In my opinion, yes he did master the rinnegan. The data book did, however, state that Limbo was also a rinnegan technique, so by that logic Nagato should have also been able to use Limbo. At the time in the manga, though, if Nagato had Limbo, there would be no way for SM Naruto/6T Rage Naruto to beat him, so ultimately Nagato was nerfed.

He did pretty well for not being its original owner, but mastering it would mean he'd have been able to use every latent ability it has, including the original one Madara's Rinnegan holds - Limbo.

So no, he didn't master it.

Yes, the only thing i believe he was nerfed with was he never gained a special technique unique to him such as limbo or ameno. Although that might be just due to him not being apart of a dojutsu proficient bloodline.

Not completely I'd say. Otherwise, as others have already pointed out, he would have been able to use jutsus like Limbo or Amenotejikara. I think his deficiency was that he wasn't the original owner of his Rinnegan so he couldn't master it fully. By the way he learned to use the dojutsus available to him in a pretty decent way I'd say

w.e the case, i think Rinnegan was nerfed so jin's could stand up to the fight, but anyways im still mad when i think about how Madara or Sasuke didnt displayed better feats then Nagato
