He can ride any one of his many boss summons for mobility. And the only way hiruzen will win is with taijutsu, since any ninjutsu used on nagato makes him stronger.

A crippled nagato isn't that different from a prime nagato. He has all of his abilities when he is complete, he just needs summons to move.
