Hell this is a tough one with those restrictions. I see nagato winning, since he can counter everything Gai has with shinra tensei, and Kakashi without offensive kamui can't really do something except for warping the CT orb or killing summons (if he's allowed to).

Without restrictions at all kakashi and gai would win.

BFR=Battle Field Removal. Leaving the battlefield results in automatic loss, even if he can come back. Anyways, pretty sure he's the only one who can go back, he can't take Gai with him because he doesn't have the capacity to do so iirc. So even if Kakashi survives and comes back, it will be 1v1 Kakashi vs Deva-less healthy mobile Nagato, and Nagato still wins without much trouble. Kakashi launches ranged jutsu or Chidori? Preta. Kakashi uses clones? Cereberus shits on them along with Kakashi. CQC? Human Path and Asura. Sharingan Genjutsu? Rinnegan is immune. Not really seeing how Kakashi stands the slightest chance here in a 1v1.

Why can't he bring guy back. He's sent multiple ppl to kamui land at once and it works both ways.
