I believe Nagato has this since he has the rinnegan and has mastered the rinnegan.
Madara does have his susanoo but if Madara engages close combat then Nagato can use human path soul removal to ko him. Ninjutsu won't work work against preta path deva path should be able to demolish susanoo and Amaterasu. if its a long range battle then he can use his Asura path to beat madara.
Nagato does have planetary devastion he can use preta path to abrob his most powerful ninjutsu so the technique won't get destroyed but even if it did hit it wouldn't destroy the technique because it took Itachi, Killer Bee and Naruto most powerful long ranged techniques to destory it.

Unless Madara starts with PS he has no way to counter Chibaku Tensei.

EMS Madara wins.

The only path that makes a difference here is Deva, mainly Chibaku Tensei. Any other move Nagato throws at him is tanked by Susanoo. I've seen many people try and use Preta as a counter to Susanoo, theoretically it works but in a fight it is a horrible tactic which will result in him getting killed if he gets anywhere near Susanoo. Not to mention its shockwaves from its slash are enough to keep Nagato away and deal a lot of damage to him. Chibaku Tensei (the only threat) is destroyed by multiple sword slashes. Animal Summons are fodderized by PS's slash.
