Nagato.. The Idiot or The Respectful Man?

Ok so we all know that nagato killed jiraiya well pain and jiraiya killed the animal path why didn't nagato use jiraiya's body as the new animal path ^_^ I have come to two conclusions
- hes a complete idiot
- or very respectful of his sensei (unlikely considering he killed him) >.>

Nagato's reason for not using Jiraiya as a sort of puppet is the same reason that Kabuto didn't resurrect him to use him as a different sort of puppet. Jiraiya's body was at the bottom of the ocean, and therefore could not be retrieved.

Neither. Jiraiya´s body fell into the ocean, far away from anyone´s reach. Even Tobi couldn´t get it.

And it would also be contraproductive to have such a famous shinobi as Jiraiya as one of his chosen ones. He had to choose from unknown, dead people, so nobody would notice his secret.
