Easy, Tobi wins this one.
People overrate Nagato too much, he is but a thrid rate rinnegan user.
He has rinnegan, but thats all that, many are superior to him.
Even without rinnegan, Nagato has no possible way to harm him, while Tobi has many.
Not to mention we havent even see Tobi use his rinnegan ( although its possible all he can use it for is the worthless 6 paths ).

Thats what he said ... In order to compare strength u have to put them in a fi8 ... or perhaps if u dont put then also ... The rinnegan Tobi possess that belongs to nagato ... so if u assume nagato is not dead and tobi also .. then its nagato rinnegan vs tobi sharingan ...
i am not saying tobi is weak .. But then also U cant say either Tobi is stronger as he has rinnegan ! but then also it applies for nagato also ... if he dint get rinnegan from madara , he was just a normal uzumaki .. so its all circle

Obito and Madara can control the Rinnegan better because Madara unlocked it and Rinnegan is a Uchiha KKG
