Nagato never meant to revive madara

I do not think Nagato was meant to revive Madara with the outer path (Gedo Rebirth) because I don't think its possible. If it was possible to bring someone back after being dead for that long why wouldn't Nagato bring back his parents or his best friend Yahiko the people responsible for his (pain)? When he used the technique to revive the hidden leaf villagers he mentioned that he "still had time" to perform the technique. I think that if Madara was to be revived it was to be done by other means. Tell me what you think?
