Nagato is more haxe then Naruto and itachi is a better shinobi then Sasuke. Even with plot shield and the fact that they are OP, they lack the overall experience, intelligence and over the top jutsus aka: Shinra Tensei, Chubaku Tensei, Pretra Path, summonings, totsuka sword, yata shield and crazy genjutsus.
