Nagato has exceptional chakra thats why Madara planted his eyes to Nagato at very young age.
Zetsu said that No-one else except Nagato could use Gedo-Mezou after rinnegan is implanted by Madara to Nagato.
Nagato has longevity and chakra compatibilty on his side because of Uzumaki dna.
