He literally had EMS in his eyes, if he were ever able to awaken it ( Or if he ever tried? He had no idea they weren't his .. ). There is no reason he couldn't change his Rinnegan into Madara's EMS, simply because Kakashi can make his Sharingan an Mangekyo at will, and de-activate it into a Sharingan again with ease, just as Madara does with his EMS / Rinnegan.


Nagato literally had Perfect Susano, Tsukuyomi and probably Amaterasu ect in his eyes and he didn't ever know.
He had the potential to be #1.

kakashi couldnt go ms to a normal eye, he could go ms- the other sharingan levels, and kakashi eye started from the lowest level so it makes sense to be able to move up with it...but your theory about nagato's rinnegan could have been possible but that would have made him slightly under juubi jins level and above hashirama...

IMHO Rinnegan Madara > Juubi Obito, so Nagato would be just under Obito.
