Oh, I didn't read that the Uchiha police force includes Itachi. In that case the Uchiha clan wins. Obviously. Itachi on his own is a fair match for Nagato - adding the rest of the Uchiha will just give him an overwhelming advantage.

itachi and nagato are equal the manga tried hard to say that when itachi was having a conversation about combining powers or somting but some harsh fans and haters dont agree. I mean even kabuto hyped him twice nagato was also amazed himself.

if it includes itachi? then police force win
if not then nagato takes this with mid difficulty.
