I think that the only reason for which Nagato couldn't use Tengai Tensei is because it's a jutsu that you need Susanoo.

To do that jutsu, i'm pretty sure you need to have Susano'o active (maybe not)
And to have Susano'o active, you need to be an Uchiha.

uzumakis have great chakra reserves,you know .not all.

Where it says in Manga that Uzumaki's had great chakra than others ........Only Mito,Kushina and Naruto are specilal amoung Uzumaki's.....Ofcourse they does have more juice since they are the decendents of Senju but nowhere near ppl like Hashirama,Madara,Naruto and Kushina........!

He is nothing special from other Uzumaki's .....Kushina,Mito and Naruto are special amoung Uzumaki's and thire chakra reserves are > Nagato
U better not forgot that a rinnegan user can Obsorbe chakra from others ........and that's y Nagato is able to do all those things u have mentioned.......!
