The Tomoe Rinnegan is just called the Rinnegan. The only genjutsu we have seen involving the Rinnegan has always been from a user with the Tomoe version of it. Plus, Kaguya doesn't have 2 Rinnegans. Hagoromo doesn't have the tomoe Rinnegan himself so this whole argument premises don't even match up.

I don't believe that Nagato is can use Rinnegan genjutsu, or genjutsu period. I could have sworn Jiraiya mentioned something about Nagato's weakness being genjutsu.

Nagato is not the true heir to the Rinnegan. To assume he all the abilities of the Rinnegan is ignorant. Nagato can use the 6 paths perfectly. The Rinnegan had other abilities besides the paths as shown with Madara. Plus, did you just skip over the part where only the tomoe Rinnegan has been using genjutsu? Every person who uses their own ocular abilities as opposed to someone else using it has done better with. Obito and Nagato pale in comparison for Rinnegan abilities when looking at Madara. Kakashi's Kamui was ineffective for the longest time against Obito's Kamui. Don't see how this is even debatable, he just lacks the potential. Nagato is still a powerhouse so I don't see why he needs to deny it. I think he's just trying to downplay other characters.

I think you're overestimating Madara's knowledge, how would he know what the third eye would look like before he aquired it? He naturally assumed it was rinnegan, but that doesn't mean it's not closer to the 3rd eye than it is to his rinnegan. Either way I think the are both considered rinnegan.
