The mystery man has ucihiha eyes on his left side like danzo and stitches to his right eye. I have further proof its likely to be uchiha shisui or someone using his body.
First Danzo ripped out uchiha shisui right eye which probably the reason why the hooded guy requires stitches in his right eye because danzo ripped it out.
Second in manga chapter below, Danzo has shisui right arm, shoulder pretty much his right side. Danzo has the sharingan eyes on his right side. My guess either shisui was alive and in return for something gave up his right side or someone else has possession of his body and in return for something gave danzo shisui right side. Now this mystery man has eyes on left hand suggesting its shisui cause left side is intact, danzo dont not take it. Those eyes on mystery man arm got it from danzo probably in exchange for uchiha shisui right side.
It is likely shisui or this person has ties with madara because in the manga chapter below madara implicated there were other before him who had same plan as him or moreover kaguya plan. Madara mentions his men came up with the plan, im thinking uchiha shisui father kagame was a subordinate or trained under madara for some time and knew about kaguya plan and passed that information to ucihiha shisui. Reason why he probably had to fake his death because he had a plan or he died someone took his body and is manipulating it.
As far as motivation if it was uchiha shisui probably thought itachi would restore the uchiha clan somehow. Since, he died, moreover hands of his brother sasuke, shisui become depressed and being uchiha changes took place in his personality. He thought sasuke was a disgrace, because all he did was travel the globe and did nothing to restore the clan. He wanted to annhilate sasuke and go with his plan.
