Shading behind her neck should be darker than the shading on the jacket. The cell shading on the hair is good though. I'd stay away from just using the dodge and burn tools for the shading.
I don't like this line art though; there are structural issues with it. Her collar isn't even and seems to be lower than her shoulders.
Actually, I didn't use burn tools and dodge one... Because I didn't quite understood how to make those, I saw someone doing it with multiplying layers on the multiply blending options. That's what I kinda did.
I don't really know how to shade, add lights and all that... so I kinda cheated.
As for the lineart, well the original thing was a drawing, Miiami made the lineart since I don't quite know how to do it myself... yet, haha.
Plus, it helped me a lot because the lines are a bit more thicker. The other ones give me a headache [I previously tried to color something else].
