Orochimaru and Kakashi movin' on up!
1. Yakushi Kabuto
A perfect Sage with many abilities... he controlled Madara, Nagato, Itachi, and many others as pawns.
2. Uchiha Madara
The true successor of Rikudō Sennin... all other modern Rikudō have merely borrowed Madara's awakened power.
3. Senju Hashirama
He defeated Pre-Rinnegan Madara, was a perfect Sage, and controlled multiple tailed beasts in his prime.
4. Uchiha Obito
In his prime, Obito controlled seven of the tailed beasts along with his own powerful abilities: Kamui, and Izanagi.
5. Orochimaru
He controls Minato, Tobirama, and Hiruzen... but not Hashirama. He's also a very powerful ninja himself.
6. Uzumaki Naruto
Had the power to take on seven tailed beasts at once. His shunshin and destructive capabilities are enormous.
7. Uzumaki Nagato
Nagato came to completely master Madara's eyes, albeit without access to Uchiha abilities.
8. Uchiha Sasuke
A master of Amaterasu―combining it with his Susano'o― and a likely possessor of Itachi's items.
9. Uchiha Itachi
His ninjutsu was hyped to be offensively and defensively invincible; his illusion powers were just as hyped.

10. Killer Bee
Between Samehada and his Jinchūriki power, Killer Bee is immune to all but the most supreme techniques.
11. Senju Tobirama
Tobirama invented Hiraishin and Edo Tensei; he also has the immense Senju life force and famed Suiton power.
12. Namikaze Minato
A master of Hiraishin, and thus regarded as the fastest man to ever live. Lacks offensive power though.
13. Hatake Kakashi
While Kamui is his signature hax jutsu, Kakashi is also immensely fast, intelligent, and well-rounded.
14. Sarutobi Hiruzen
Mostly hype. Hiruzen surpasses nearly all ninja in eclectic talent, but possessed no special abilities.
15. Mū
When Mū's resurrection was made known, the Five Kages believed only Ōnoki could stand against him.
16. Ōnoki
Madara considered Ōnoki to be a level above the other four Kages.

17. Shimura Danzō
An Izanagi user that could use Kotoamatsukami many times per day. (Kotoamatsukami can be countered?)
18. Deidara
c4 clones can essentially surprise-rape anybody without dōjutsu. He designed it to kill Itachi.
19. Yondaime Kazekage
Probably the most underrated ninja IMO. He SUMMONS tidal waves of gold dust instantly. No need for grinding.
20. 2nd Mizukage
A water logia that possessed powerful mass genjutsu, plus Joki was incredibly fast and damaging.
21. Hoshigake Kisame
With Samehada, Kisame could absorb & regenerate. His jutsu are enormous, and absorb other ninjutsu...
22. 3rd Raikage
His body was nearly invincible, he moved incredibly quickly, and his nukite could pierce almost any defense
23. Jiraiya
A possessor of powerful ninjtusu, Jiriaya could also access an imperfect Sage Mode after a minute or two.
24. A
Very one-dimensional, but also very durable (needing a Chidori-level jutsu to pierce his cloak) and fast.
25. Sasori
His poisoned iron sand and puppets are pretty monstrous.
