My top 25

Haven't made one of these in a while so I decided to create one. This doesn't necessarily mean that a higher-ranked character will always beat any other character ranked lower than them; it's more like a general gauge of their power levels. Strongest versions of each character. I am only including human characters.

Concerning Edo Tensei: I am not counting Edo Madara as Kabuto's power, nor Edo Hashirama as Orochimaru's power, for the reason that they have no control over those pawns. Other than that, I am not counting Edo versions of characters (for example, BM Minato) since they have no free will of their own and are merely a tool of their caster.

Exclusions: The use of the jutsu "Kotoamatsukami", Ashura, Indra, Hamura, Jinchuuriki with which we don't know the extent of control they have over their bijuu (including Yagura, Roshi, Fu, Han, etc) and the use of jutsu that can only be used one time by the caster (including suicide techniques) - this is because a jutsu that can only be used once is not a general gauge of that person's power level.

This is my personal list so you are welcome to disagree with me, but please explain why.

But you have muu very high. I would swap him from killer bee. And base minato is pretty much on par with tobirama. Their gap is too high in your list ,
Kakashi should be above kabuto and orochimaru as well , and third raikage should be above jiraiya
I also personally put sasuke above obito

Yes, after giving it much thought I decided to put Mu at #13. He is overall stronger than Killer Bee and in my opinion beats everyone below him except Tobirama.

Minato has a huge advantage over Tobirama in that he has pre-marked kunai scattered around the world (one at home, one on an island in the middle of the ocean, etc) so he can teleport to safety in an instant.

Kabuto with Edo Tensei is much stronger than Kakashi, same with Oro.

Third Raikage probably should be above Jiraiya, thank you I will edit that.

I don't think Sasuke has what it takes to defeat a juubi jin.

--Killer bee can beat him by evading his jintons through V2 and then firing off TBB or whirlwind
--Minato can use his gamabunta to close the distance as well as food cart destroyer can then eventually place a mark
--itachi can also beat him under favorable conditions
--and yes tobirama with edos can beat him too

Logically tobirama would have them too seeing how he was ready to teleport the juubi Dama against juubito
Minatos FTG is more versatile however they are still relatively on par with each other

All their edos get erdicated by PS and Kamui shuriken
For kabuto. The only notable edos are nagato and madara, the latter who he can't control and the former who gets wrecked by kamui and PS. And for orochimaru, his hokages where he can't control hashirama . Thereby his minato gets wrecked by Rikudo PS and Kamui

I don't think Sasuke has what it takes to defeat a juubi jin.

He can beat juubito
--PS slash to cut the tree charging up the TBB. And then PS to overwhelm obito
--he can also use his S/T to bisect obito like he did to madara
--obito can't negate his attacks through TSB and his only notable attack which is TBB gets intercepted

Kabuto and oro shouldt be where they are defenitly not kakashi and itachi should be top 10 and jiraiya should be higher cba to explain if you want to I will
