Even though, if I remember correctly, Kabuto nor Obito were controlling the Bijuu directly and that could've caused his temporary lapse into freedom, I'll consent because there's not enough evidence to properly counter that.

Kabuto wasn't(or was, can't really say) but obito most definitely was. He controled their attacks and transformations, and admitted to kakashi that that task alone was chakra draining.


Even if we were to give him(oro) the talisman, and add his zetsu body as another layer of control, I doubt it would make up for rinnegan, and obito's hashirama half, that the beasts still ended up breaking from.
