several years if not decades before his own death and years before VOTE let alone tobirama becoming hokage let alone mu vs mizukage. are you saying he didnt change one bit in power level? are you saying madara can survive being literally atomised? onoki was no help at all and did most of the fighting. i dont recall a single panel where it showed mu defeated or any proof that they were even jounin level

and just because madara did doesnt mean hashirama would. their respective skillsets are completely different as are their abilities. madara was likely a bad matchup due to his sharingan. hashiramas got absolutely no way of ever detecting mu's location. and no way to ever counter a jinton to the face

I'm merely saying that, from available data, Madara, and by extension Hashirama, have been portrayed to be a level above Mū. I consider Mū to be an elite Kage, like Minato, but Hashirama was implied to be in a league of his own. If that's not enough for you, then perhaps factor in how Hashirama at one time possessed several tailed beasts under his control.
