3.Hiruzen-Called the god of shinobi but I just cant put him over madara or hashirama without proof
4.Tobi/Minato- Tobi has space time jutsu and rinnegan and sharingan. Minato is underestimated alot but people forget he could have beaten tobi if he didnt have to seal the nine-tails also he has space time jutsu and all the seal jutsu he cereated
5.Nagato/Itachi-Nagato has rinnegan and 6 paths of pain abilities.Itachi has Mangekyou sharingan with sussanoo with yata mirror and totsuka blad that combination makes him unbeatable also if that wasnt enough he is the best genjutsu user in the narutoverse
6.Naruto/Sasuke-Naruto has sage mode and nine tails depending on how he beats madara he will go up higher on my list. Sasuke we dont really know how strong he has become with EMS but I have him under itachi because even with Itachi holding back he still lost and I still dont think he can beat Itachi or Nagato
7.Kabuto- I think people overestimate him yes he is strong but I think he isnt stronger than Itachi,Nagato,or Naruto.
8.Tobirama-He is underestimated also probably because he got killed by ginkaku and kinkaku. But he has space time jutsu,water style jutsu, and he created edo tensei
9.Third Raikage-His shield and sword combo is very deadly and almost impossible to beat if you dont know his secret. Also his endurance makes him strong to he is able to outlast alot of people in battle with his endurance alone.
10.Killer Bee- He is strong without the eight tails he is a master swordsman able to use 8 swords at once, he cant be effected by genjutsu because of the eight tails, he is incredibly strong and that is all without the eight tails cloaks and tailed beast bomb.
11.Deidara-I think deidara is underrated because he got beat by sasuke but think about it the only reason he lost is because sasuke was the worst possible person that he could have gone up against he has shringan, lightning chakra nature, and he is able to control chakra and techniques very well shwon when he was able to control susannoo after having only used it once before. Deidara's C4 is hard to defend because he can come at you from every angle and he can make them so small you dont notice them in the heat of battle.His technique where he can make his microscopic C4 is I will say damn near unbeatable the only reason sasuke could stop it is because of the control of chakra he has he was able to run chidori through his body without hurting himself noone else can do that.
