1. Yugito Nii - she wasn't a perfect jin, but she was pretty damn close. She had almost full control over Matatabi, and could practically undergo a perfect transformation at will.
2. Mei - 2 KKG and probably the second best Suiton user in the manga.
3. Konan - She can go aerial so she can simply avoid most attacks. From there she just spams paper bombs and paper shuriken from a safe distance.
4. Kushina Uzumaki - it would be fair to say she had at least a degree of control over the Kyubi, and could probably give herself a V1 cloak at will. Also, Uzumaki DNA, knowledge on sealing techniques, chakra chains, etc.
5. Tsunade - Massive strength, stamina, chakra reserves, and the best healer in the manga. Specializes in close combat and has a powerful summon.
6. Pakura - powerful KKG, had a big enough legacy to have Kabuto reanimate her
7. Temari - Strong long-range fuuton attacks, she sliced down a whole forest with her summon.
8. Fu - She probably didn't have any control over her bijuu. I would guess that she's like Part 1/Early Shippudden Naruto, and can only unleash her bijuu when she gets mad. She has that blinding white technique though, which is something.
9. Chiyo - Mother and Father puppets, had 10 strong Chikamatsu puppets at her disposal which were capable of handling most of Sasori's 100 puppets. Not to mention she's a freaking cyborg.
10. Ameyuri Ringo - She was strong enough to wield the dual lightning blades and was a member of the 7 ninja swordsmen.
If we can include anime characters, I would put Guren between Konan and Kushina. Konan was capable of restraining the Sanbi, so she could handle Kushina in her V1 or V2 form.
