Ok so I was bored and decided I'll post my top ten and see what people think of it. I shall not be including the Sage and Edo Tensei users. I'll be interested to know if I've changed anyone's minds with this thread or if somebody can change my mind XD.
Itachi has the one of the best Genjutsu arsenals in the NV. He can put you in a genjutsu just by pointing his finger and at the age of 13 joined Akatsuki and defeated Orochimaru. His actions during the war were vital in stopping the Edo Tensei. He has a complete Susanoo and Amaterasu which is why I put him above the likes of Tobirama and alive Minato(FTG based jutsu users). While not having the largest chakra pools his analysis skills and general intelligence is why I believe he merits a spot above the likes of Muu and Killer Bee.
He was able to bisect Edo Itachi and for this reason he is placed 9th. He might have gone higher but he didn't show any large scale jutsus.
His Susanoo has legs and has shown to be of similiar size to Yang Kurama. His enton is god like and he has now surpassed Itachi in strength. EMS and large chakra levels allow him to keep Susanoo activated for long periods of time giving him the advantage over DSM Kabuto who has no large jutsus to break through the Susanoo. He can 'see' and pinpoint the movements of Juubito meaning he can react to opponents faster than him. For these reasons he is placed above Kabuto.
He deserves a place above Sasuke in this list, but in my opinion a fight between the two could go either way depending on the effectiveness of Sasuke's enton. However Nagato is certainly more powerful with large scale jutsus such as CT and being able to wipe out Konoha without using his real body (Deva path puppet). His main weakness is his weak combat skills and mobility which makes him a sucker for speedsters.
MS Obito has access to a 10 minute Izanagi and we all know about Kamui. Rinnegan Obito had 6 jinchuriki's under his control as well as the gedo mazou. I placed Obito here because I believe the shinobi below him do not have a hope of even touching him apart from with Genjutsu. He was able to fight with BM Naruto for some time and his Kamui allows him to deal with the 'heavy hitters' Nagato and Sasuke below him. However he has shown susceptibility to speed and can be struck with Frog Fu.
The main character has arguably the most chakra out of anyone on the battle ground. He can over power/speedblitz any character that comes before him in this list with the exception of Obito who can be dealt with by Frog Fu. His ability to perform Kage Bunshin may allow him to challenge those above him, but this needs to be expanded on by Kishi first. For now he sits in a well earned 5th place.
Minato has shown before how he deals with Kamui add to that the power of half the Kyuubi and he's one of the most OP guys out there. While we haven't seen much of him, but an FTG Bijuu Dama has got to look similar to Goku's instant transmission Kamehameha! In all seriousness he drops everyone below him on this list neg dif apart from Naruto.
Known as the God of Shinobi and defeated EMS Madara + the Kyuubi. His wood bhudda dwarfed 100% Kyuubi. His DNA is the reason Naruto didn't end when Sasuke defeated Naruto. May be susceptible to speed but in terms of power he is right up there. It will be interesting to see if BSM Naruto can compete as it is heavily hinted that he will surpass Hashirama.
This guys strength is insane. He soloed the gokage and has since been revived and given a powerup. He is basically Hashirama + Madara in Madara's body. He soloed the 9 bijuu in about 3 seconds and seems to have a mastery over the gedo mazo not shown before. One of the best durability feats shown and theoretically can keep healing himself with unlimited zetsu's availabe. A contender for topspot.
Juubito was the most powerful in my opinion, being able to create massive Bijuu dama which the SA were lucky never hit. He also used a jutsu which incorporated 4 elements and dissolved everything in its path. It took Naruto in BSM and Sasuke's curse seal susanoo along with a whole lot of plot to defeat Juubito.
