1. itachi has defeated many top tier shinobi, has prevaled in just about every aspect of the ninja world. has never lost a battle and has consistantly shaped manga and anime as we know it.
2. madara op sharingan rinnegan mokuton battle exp of the charts attitude is boss

8. 3rd kazekage iron sand and magnet release and i believe all of the third kages were forced to be naturally more powerful than there predecessors and those who came after them i would have put them all higher up but they dont get much screen time or battle time
9. shibi- i think the aburame clan is wayy underated and i think there potential is unparreled
10. sasuke - he used to be cool i dont really like his spamming susanoo nokata and amaterasu but i guess id do that too if i could
