Okay Before i start i want say that i don't count Ashura and Indra

no idea how strong they are...
soo here i goooo hope u agree hehe

Tier 0:
1)Kaguya

Tier 1:
1)Otsusuki Hagoromo(JJ Rinnegan)
2)Otsusuki Hamura(Tenseigan,Byakugan)
3)Uchiha Madara(Jj,Rinnegan,rinne Sharingan)

Tier 2:
1)Uzumaki Naruto(9 Bijjus,RSM)
2)Uchiha Sasuke(Six Tomoe Rinnegan,EMS)
3)Otsusuki Momoshiki(Rinnegans,Kinshiki absorbed)not sure about him tho

Tier 3:
Uchiha Obito(Jj,1x rinnegan, DMS, Rikudo Chakra, he doesn't has them at same time,but i would still put him in this tier, he is Jj or DMS)
2)Hatake Kakashi(DMS,Rikudo Chakra)
3)Otsusuki Toneri(Tenseigan)
4)Gai Sensei(Eight Iner Gates)
5)Otsusuki Kinshiki(Byakugan,Super strong and Fast)

Tier 4:
1)Senju Hashirama(Mokuton,Mokijon,SS,gods gates ect...)

Tier 5:
1)Minato Namikaze(BM,SM,FTG,RDS)
Minato is stronger than all in this tier,bit he is not in Hashi's Tier

Someone explain why Toneri is so high? The Naruto that beat him can't do anything to the people in that tier (except for Kinshiki, who has no place there). Not a single BD was used, Naruto beat him with an inferior mode and mostly small Rasengans. He should move down to BM Minato's tier, or at least Hashirama's.

Kinshiki himself should be above Nagato but below BM Minato.

Yeah u made some mistakes there...u need think more before you make Tier List on NB or memebrs will eat u alive hahaha don't mind them most of them are kids, some had bad day,for some ppl anime is their life and they took it to far ,like something imp depends on it haha all in all they aren't bad,but be careful before u put their fav lower than they deserve hahah...GL

Why is JJ Hagoromo a tier below Kaguya? Pre JJ Hagoromo is hyped to be above Vote 2 Sasuke and Naruto(Not together) but making him a JJ completely puts him above or on the exact same tier as Kaguya.

The bold are only some fixes.
Tiers 6,7 and 8 need extreme revision and would take too much work to fix. Most of the people in tier 7 belong in tier 6, as well as some of the people in tier 8. K11 shouldn't be in the same tier as Kage's like Tsunade, Mei & Rasa.
