Why are Itachi, Mu and the 3rd Raikage in legendary but Naruto's in upper kage? Not to mention he took out the 3rd raikage and nearly 1 shot Mu with the same clone.

I think you have Itachi ranked too high. Bring him down a tier, but otherwise they're good.

Why did you put Kabuto twice...its like putting 3 Tomoe sasuke, MS Sasuke, and EMS Sasuke!! I think Minato, Jiraiya, Naruto, sasuke, and GAARA should be higher!! All of Konoha 11 should be elite... Its still your opinion, but good work

Why are Shino and Ibiki so low.

Its an alright list. Like many others I agree that your legendary list is kind of incorrect. And personally I think Mifune should trade places with Gin/Kin bros. IMO Mifune is barely a kage while Gin/Kin bros can roll with everyone you put in the upper level. And last but not least Oro, Danzo and Kakuzu aren't that special, they should be in the kage level or Jiraiya should be in the upper group with them b/c Jiraiya is ether on the same level as them or better IMO

Man what the hell hav u done. Naruto and minato should be in legendary becoz minato not only fought sharingan & won it but also he sealed the nine tails alone. Naruto made a epic battle with the pain giving him dead match as well as i am consederd jiraiya should be in legendry leve becoz none has ever capatured the renningan in his seal in pain world.
