I disagree with Tsunade being above Mei and her placement as a "high kage"

Tsunade is a great medic and she is Physically strong there is no denying that but her taijutsu is horrendous(watch,read her battle against Orochimaru and Kabuto she just swings her fists and kicks around*sigh*) and she has no speed feats leaving me to believe she is not much better then Sakura except for the fact that she has an exceptional summon.

Tsunade has her well-merited place there.
If you haven't picked anything from that battle, than seriously, your analytical skills are not that good, sorry to say it.

Sai and Choji are at the very least high jounin tier. I never know why they are so underrated. Sai blitzed 2kage level shinobi's like Deidara and Sasori without them even realising what happened. Choji defeated a kage level shinobi like Kakuzu. His Butterfly mode is really powerful. I think Tsunade is too high, i would have put Gai on a higher tier(don't forget he still didn't opened the 7th and final gate), but besides that, it's not that bad. Ah also, Madara is dead

Kakashi = Guy, it was obvious from the beginning of Naruto, just because Kakashi just by coincidence is the weakness of the villain doesn't him over.

Kabuto is still alive and very much OP, he should be High Kage still.

Onoki, Killer B, and Sasuke are clearly stronger than the rest of their tier, maybe consider making a new tier?
