First of all Bzetsu didnt say when he rewrote the tablet.
Second remember he controlled Obito perfectly in obitos near death state. Before you think its impossible for him to control a person and use dojutsus think back he took control of obito and kamuied himself/obito and madara out of the kamui dimension.
So with those 2 facts out there just think Madara was near death after his battle with hashirama so just like with Obito BZ probably took control of madara and rewrote the tablet at that time.
Then since we know now madara was too weak maybe after he had gained the Rinnegan he was weakened by it in his old age. Giving Bzetsu opportunity to take control of him and rewrite the tablet once again with the use of the rinnegan.
With this info we can also assume it was actually Szetsu on obito maybe he had the same ability to control unconscious obito and maybe it was SZobito that implanted the rinnegan into Nagato. Under Madaras orders or not.
With this new info we can fit alot of the puzzle kishimoto laid out in front of us together.
