as i see there have always been list of which one is stronger so here's mine

2.Edo Madara-Hashirama DNA.EMS.Rinnegan.Near Unlimited chakra and Immortality and PS
3.Hashirama Senju-He can use wood release,he can heal instantly,he was able to suppress the tailed beasts,he was stronger than Madara when he was alive
4.Naruto-Shadow Clones,Rasengan variations and Rasenshuriken,Summoning :Toads,Nature Transformation:wind,Sage Mode,KM,BM,negative emotion sensing.high stamina and vitality,
5.Minato(all the haters listen)-High chackra level,FTG,Sealing techs,very fast without FTG,rasengan...He beat tobi and then sealed Kurama within naruto on the verge of death,summoning:toads(he was one of the few who Gamabunta listened and respected)he was quite perceptive and intelligent,he could make a quick estimation on a jutsu and knew it's weaknesses and could counter it(so he is at number 4).
6.3rd raikage-He was the strongest raikage he could use Black lightning,Hell stab,Lightning release armor,he was incredibly durable and had high stamina
7.Hiruzen Sarutobi(in his prime)-he had incredible chakra control (because when he was fighting Orochimaru an anbu said that Hiruzen couldn't use Kage Bunshins because he didn't have the chakra ..but he used 10 techniques including Reaper death seal),he was said to know all the techniques in Konoha,he could summon (Enma).;
8.Jiraiya-well he is the strongest of the Sannin.He had vast chakra levels and was able to use a lot of techniques,he could summon(toads)he could use sage mode(incomplete but still quite an achievement)He almost defeated Pain and goes 8 because of his weak genjutsu skills
9.Obito Uchiha-He has MS and Rinnegan.He can use S/T techniques and can make himself intangible ,he can use Izanagi,he has Hashirama DNA andcan use wood release(although we have not seen it yet)he can use fire release as well,he is skilled in barrier ninjutsu and genjutsu so he take the 9-th place in my rank.
10.Kabuto(sage mode)-he could manipulate matter, he had quite good speed and reflexes (which were increased even more in sage mode),good chakra level,is a medic and thus has good chakra control and can heal himself with ease,he could use Edo Tensei,he was good at genjutsu(in part one he put asleep the entire stadium with some of the better ninjas who could sense his genjutsu,he can use earth and water style,modified his DNA, and is rather smart.
11-Itachi Uchiha is number 11 (you may say why so low but in part one he himself stated that he is weaker than Jiraiya and i the manga he with sasuke's help barely beat Kabuto)-He has the MS,can use very strong Fire and Water jutsus,he could use Susanoo and had the Yata mirror and sword of Totsuka,Izanami ,Amaterasu and Tsukuyomi.He was fast and had good stamina.If not for his illness he would possibly go higher in this ranking..
12-Shisui Uchiha-He was stated to be one of the most talented Uchiha of his time alongside Itachi.He could use the body flicker technique ,Kotoamatsukami (the strongest genjutsu)and had MS.He died young and that's because he didn't go higher up in the ranking.
13-Sasuke Uchiha-he is the second one to unlock the EMS,he can use Susanoo ,amaterasu but has a weaker tsukuyomi than Itachi,he is quite fast and has high amounts of chakra,he can use fire and lightning releases and can you inferno style to manipulate the black flames. he is smart and can make strategies to counter jutsus ,but he is still new to the EMS and is only 13th
14-Ōnoki -well he is strong ..very strong he can use earth,wind and fire techniques and respectively Jinton . he is fast and has a decent amount of chakra for his age.The fact that't he has lived so long in times of war means he is quite strong.(as for Ōnoki being behind Sasuke after Ōnoki almost killed him .. well Sasuke was very tired and could use be at top speed then)
15-Here i put Might Guy(all 8 gates open)-he may be even higher up because we don't know what the 8th gate gives..but he is one of the most skilled taijutsu shinobi who ever lived,he has some skill in genjutsu as well because he could release the genjutsu in part one as for his ability with ninjutsu it is yet unknown if he prefers to use only taijutsu or he can't use ninjutsu (except summoning:tortoises).
